Summary Team Housing Solutions is seeking a highly skilled, detail-oriented Compliance Officer to lead and oversee the company’s compliance program. The person in this role will ensure that THS fully meets all applicable legal, regulatory, contract, and internal requirements across its diverse business lines, especially those related to federal contracting, housing and lodging for government and military clients, subcontractor management, union-related flow-down requirements, employment laws, and other compliance matters. This person will design the program, monitor and adjust the program commiserate with changing laws. This role will partner closely with Quality Assurance who will audit all programs created. The successful candidate holds certifications as Certified Compliance & Ethics Professional (CCEP) and/or Certified Federal Contracts Manager (CFCM).
Key Responsibilities
Federal Contracting Compliance
- Maintain deep knowledge of and ensure adherence to Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Ensure that THS adheres to contract-specific FAR/DFARS requirements (e.g. clauses about labor standards, subcontracting, cybersecurity, flow-down clauses, etc.).
- Monitor changes in FAR/DFARS, assess impact to THS operations/contracts, implement needed policy or operational changes.
Subcontractor & Vendor Compliance
- Ensure that subcontractors and suppliers comply with applicable Flow-Down Requirements from prime contracts (including union agreements, labor standards, safety, cybersecurity, etc.).
- Partner with Procurement and Supply Chain Department to review and maintain subcontractor agreements, making sure all necessary clauses are included and enforced.
- Partner with Quality Assurance to participate in audits, assessments, or reviews of subcontractors’ compliance performance.
- Maintain documentation showing that subcontractors met all compliance obligations.
Policy, Training & Culture
- Develop, maintain, and update compliance policies & procedures.
- Design and deliver training programs for leadership, managers, and staff (and possibly subcontractors) on compliance topics (FAR/DFARS, employment laws, safety, union rules, etc.).
PREA & SAPPI Program Management
- Develop, implement, and oversee THS’s PREA (Prison Rape Elimination Act) and SAPPI (Sexual Assault Prevention and Intervention) compliance programs, ensuring adherence to federal, state, and client-mandated requirements.
- Establish written policies, procedures, and reporting mechanisms for sexual abuse prevention, detection, and response within THS-operated facilities or lodging services.
- Coordinate staff training to ensure personnel understand PREA/SAPPI standards, victim response protocols, and reporting obligations.
- Serve as the primary liaison with government agencies, auditors, and client representatives for PREA/SAPPI compliance audits and investigations.
- Maintain incident records, coordinate investigations, and implement corrective actions as needed.
- Regularly review and update programs to reflect regulatory updates, best practices, and lessons learned
Reporting & Liaison
- Serve as the point of contact for internal and external compliance matters (including from clients, government agencies, union representative bodies, etc.).
- Prepare regular compliance reports for senior management, highlighting risk areas, incidents, remediation, performance.
- In event of non-compliance or compliance breaches, lead investigations, remedial action, corrective action plans, and follow-up.
Employment & Labor Law Compliance
- Ensure company compliance with all applicable employment laws (federal, state, local), e.g. wage & hour laws, employment eligibility (I-9), anti-discrimination laws (EEO, ADA, etc.), union or collective-bargaining provisions, leave laws, etc.
- Manage 401(k) audits and benefits testing.
- Ensure THS is compliant with union agreements, collective bargaining agreements (CBAs), and any related reporting, benefit, and wage obligations.
- Oversee internal policies (hiring, performance, discipline, termination, etc.) to confirm compliance.
- Immigration/employment eligibility, background checks, data privacy/security (especially for government or military clients).
Risk Management
- Identify and assess compliance risks across THS’s business lines, operations, suppliers, and geographic regions.
- Partner with Quality Assurance to implement monitoring, controls, and preventive measures to mitigate risks.
Qualifications - Bachelor’s degree in Law, Business, Compliance, or related field; Master’s or JD preferred.
- Minimum of 5-8 years of experience in compliance, contract management, or legal roles, preferably with exposure to federal contracting (FAR/DFARS).
- Certifications preferred: e.g. Certified Compliance & Ethics Professional (CCEP), Certified Federal Contracts Manager (CFCM), etc.
- Experience in a corrections environment strongly preferred.
- Experience managing subcontractors and flow-down requirements.
- Experience handling employment law, labor law / union agreements.
- Exposure to operations in lodging/housing/facilities or base camp / disaster response / life support services is a strong plus.
