Your Specific Responsibilities:

This is advanced and technical work in the procurement of diversified and complex commodities/services required to support the Department of Health headquarters administration and program operations.


Serves as administrative lead on competitive solicitations, administrative review with contract managers, contract administration, and general counsel’s office, ensuring all stages of the process are timely and in accordance with statute, rule, and procedure; Evaluates and processes assigned purchase requests for commodities and contractual services for the department using appropriate purchasing methods in accordance with laws, rules, policies, and procedures.

 

Reviews and approves requisitions in MyFloridaMarketPlace (MFMP) for commodities and contractual services using appropriate purchasing method in accordance with laws, rules, policies, and procedures.

 

Responsible for processing all Sponsorship Requests, Agency Alternate Contract Source (ACS) and Requests and Vendor Transaction Fee Disputes in accordance with laws, rules, policies, and procedures. Serves as the Vendor Transaction Fee Dispute Liaison for the Department. Serves as the backup for processing formal Statements of Work.

 

Attends meetings, workshops, and conferences keeping current with changes or additions to purchasing rules, laws, and procedures. Assists with updating and revising department’s Purchasing Policies and Procedures Manual, Desk Reference, and various purchasing guides. Directs and conducts workshops.

 

Works closely with program offices and CHDs to ensure purchasing requirements are met in a timely and economical manner.

 

Performs other related duties, as required.

 

Required Knowledge, Skills, and Abilities:

  • Effective communication and active listening skills to interface with many different stakeholder groups, including public procurement officials, vendors, state agencies, or other governmental entities
  • Critical thinking skills to analyze and apply research to make informed, strategic, and efficient decisions
  • Ability to maintain a strong attention to detail when analyzing and preparing complex contract documents
  • Ability to multi-task on different projects to meet deadlines
  • Ability to be resourceful and curious, and take initiative to learn and apply new procurement strategies
  • Ability to interpret and analyze complex contract documents and data related to contract spend
  • Proficient in standard office applications (Microsoft Office)
  • Ability to work independently and in a group setting when necessary
  • Exhibits excellent writing skills catered to a variety of audiences
  • Knowledge of Chapter 287 Florida Statutes and Rule 60A-Florida Administrative Code
  • Knowledge of MyFloridaMarketPlace (MFMP)

Qualifications:

Minimum

  • High School diploma or equivalent
  • Minimum 1-3 years of purchasing experience

 

Preferred

  • Bachelor’s Degree or equivalent
  • Experience with competitive solicitations
  • Experience with MyFloridaMarketPlace
  • Florida Certified Contract Manager (FCCM)
  • Florida Certified Contract Negotiator (FCCN)
