Job Summary

The Stormwater Project Coordinator will support, and work with, the Environmental Affairs Department along with other stakeholders to provide proper administration of MBTA Stormwater Management Program (SWMP) through various permitting stages (conceptual, preliminary, and final) and implementation phase. This position will focus on compliance of various discharge permits, reporting requirements, contract coordination, schedules, and budgets.

Duties & Responsibilities

  • Assist in analysis and appraisal of current projects and permit status and forecast of activities to ensure completion of the project, on schedule and in compliance with local, State, and Federal environmental regulations.
  • Prepare permit-related correspondences, reports, charts, and presentations utilizing Microsoft Word, Excel, Database and PowerPoint.
  • Prepare routine reports and monitor project-related data in MBTA project management, capital management, financial management systems.
  • Assist in monitoring compliance of consultant contracts, professional service amendments, and contractor's claims, payment invoices or change orders.
  • Maintain environmental compliance calendar for various programs, i.e. stormwater management plan and industrial wastewater discharge permits.
  • Track and coordinate numerous permit renewals with MWRA discharge permits.
  • Assist in coordinating the 6 elements of the MS4 discharge program.
  • Organize and maintain effective means to interpret, present and communicate project information at internal and external meetings with legislators, community groups, and public agencies.
  • Organize and prioritize workload, assist Compliance Officers in identifying facility needs and requirements.
  • Coordinate project tasks with the Capital Support Department, including Contract Administration, Project Controls, and Construction Field Staff groups, as required.
  • Coordinate project tasks with other departments, including Capital Program Oversight, Capital Planning, Finance, Engineering, Systemwide Accessibility, and Railroad Operations, as required.
  • Assist in coordinating stormwater-related projects with external stakeholders, including agencies, abutters, utility companies, and community groups who are affected by proposed construction, as required.
  • Work independently in addressing complex tasks in a time-sensitive environment.
  • Follow up on actions required for task completion while seeking guidance from the stormwater management team, as necessary.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a professional and courteous manner.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution.
  • Three (3) years of experience in project administration or coordination duties.
  • Proficiency with Microsoft Word, Excel, Database, and PowerPoint.
  • Effective professional writing and communication skills.
  • Excellent organizational, analytical, multi-tasking, time management, and interpersonal skills.
  • The ability to effectively communicate with customers, employees, and vendors.
  • The ability to manage confidential, proprietary, and sensitive information and inquires.
  • The ability to work effectively with a diverse workforce.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Bachelor’s degree from an accredited institution in Environmental Studies, Engineering, Architecture, Planning, Construction Management, Transportation Management, or related field.
  • Experience providing project support in a transit, rail, and/or design or construction environment.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
