Under the general direction of the Staff Services Manager I (SSM I), in the Human Resources Branch (HRB), the Associate Governmental Program Analyst is responsible for the independent development, implementation and monitoring of a departmental training program to meet the needs of all Housing and Community Development (HCD) staff.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and  cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience planning, organizing, conducting, and evaluating employee training programs.
  • Administering training records and related reporting for an organization.
  • Demonstrated experience in principles and methods of employee training; training resource development, training delivery including related materials/equipment and training records administration.
  • Ability to work independently while managing and adapting to changing priorities and completing deadlines.   
  • Ability to think creatively, develop logical conclusions, solve problems, provide recommendations and alternative solutions.
  • Ability to work collaboratively in a team.
  • Excellent verbal, written, and visual communication skills.
  • Ability to effectively manage and lead programs
  • Experience developing and conducting leadership development programs.
  • Analytical experience in civil/large organizations
  • Human Resources or Organizational Development experience
  • Experience working with a Learning Management System
  • Experience communicating with all levels of staff

Statement of Qualifications

This position will focus primarily on skill and knowledge development related to leadership, analytical, communication, interpersonal skills, remote working, and team-building training at all levels of the organization.   3. What is your philosophy regarding adult learning and retention, engagement, and learning styles? Provide specific examples of the creative things you have done or incorporated into your training and/or presentations to keep learners engaged?
