Job Summary

The Health Plan and 1095 Enrollment Data Services Manager is responsible for 1095 enrollment data services and information about health plans that are to be displayed with MNsure. This position will be closely involved with regulatory certification of Qualified Health Plans (QHPs) and Qualified Dental Plans (QDPs), plan data structure filing requirements, as well as managing plan data submissions. This role encompasses a high profile set of critical MNsure functions, including monthly and annual enrollment/data submission to the Internal Revenue Service (IRS), as well as the annual production of 1095A tax forms for consumers. This position will also be responsible for managing the accuracy and functionality of MNsure’s health plan shopping experience.

Responsibilities include:

  • Analyzing state and federal policies and proactively identifying potential business and operational impacts, opportunities, and risks.
  • Directing the work of internal stakeholders and external vendors to define business requirements for 1095A tax form generation.
  • Overseeing the testing, printing, and mailing of 1095A forms to thousands of Minnesota households within fixed deadlines.
  • Consulting with carriers and state agencies about source data and specific data elements to be displayed for consumers.
  • Developing, updating, and reviewing interagency data sharing agreements and other authorizations needed to access data.
  • Coordinating activities with national health plan quality data organizations and external professional/technical contractors responsible for producing metrics about qualified health plans and aligning information with other data about specific qualified health plans.
  • Managing Plan and 1095 Data Services staff by overseeing the work of one or more employees and any contracted resources to ensure the timely, compliant, and on budget development and implementation of policies, priorities, and work plans.
  • Representing MNsure in various forums, including internally, externally, and specifically with state and federal regulators, regarding 1095A tax forms, health plan data, and the MNsure marketplace.

Qualifications

Minimum Qualifications

5 or more years of experience in the health insurance industry, state operations or related field demonstrating the following:

  • Strong understanding of 1095A tax forms.
  • Working with, and managing, complex data.
  • Skill in policy analysis.
  • Strong analytical and problem-solving skills.
  • Working within a fast-paced environment and managing multiple priorities.
  • Exceptional interpersonal, problem-solving, and communication skills.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • 7 or more years of experience in the health insurance industry.
  • Knowledge of state-based marketplace functions.
