Env Compliance Officer Location Richland, WA : Position Number 38668 Company Hanford Mission Integration So City/State Richland, WA Location 825 Jadwin Posted 01/29/2024 Closes 02/05/2024 Regular/Temporary Regular Full/Part-Time Full-Time Job Duties/Scope Of Work Essential job duties of this position include, and are commensurate with the Basic Qualifications as described within the Basic Qualifications section of this requisition: ENTRY LEVEL: Under the direct supervision of the Regulatory Compliance Reports and Permits Manager, this position performs assigned ECO duties and functions of limited scope, in accordance with the HMIS Environmental Compliance Officer qualification and company procedures. The Entry Level Environmental Compliance Officer performs the following job duties for assigned activities and Functional Organizations:
  • Work with others to develop and maintain environmental regulatory documentation (e.g., Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), National Environmental Policy Act (NEPA), Clean Air Act (CAA), Toxic Substances Control Act (TSCA), etc.).
  • Review work packages and environmental documents to ensure that environmental requirements are satisfied.
  • Coordinate facility environmental regulatory compliance activities to meet requirements of permits, decision documents and/or regulatory agreements.
  • Coordinate or support regulatory compliance activities associated with waste sites.
  • Conduct professional and positive interactions with other Hanford contractors, Department of Energy (DOE) and regulators.
  • Gather information on spills, releases, and environmental non-compliance and ensuring that applicable notifications and reporting are completed.
INTERMEDIATE LEVEL: (In addition to above job duties) Under general supervision of the Regulatory Compliance Reports and Permits Manager, this position performs assigned ECO duties and functions and generally completes duties of limited scope within complex areas in accordance with the HMIS Environmental Compliance Officer qualification and company procedures. The Intermediate Level Environmental Compliance Officer performs the following job duties for assigned activities and Functional Organizations:
  • Proactively evaluate environmental regulatory compliance issues and present to management.
  • Provide input on behalf of customers to support development of site-wide environmental regulatory report/deliverables.
  • Support and/or perform self-assessments.
SENIOR LEVEL: (In addition to above job duties) Under minimal supervision of the Regulatory Compliance Reports and Permits Manager, this position performs ECO duties in assigned areas and functions in accordance with the HMIS Environmental Compliance Officer qualification and company procedures. The Senior Level Environmental Compliance Officer performs the following job duties for assigned activities and Functional Organizations:
  • Identify applicable environmental requirements and assist management in establishing and implementing compliance strategies.
  • Ensure that regulatory-based defensible positions are developed to be communicated to management and decision makers.
  • May provide mentorship and guidance to other staff members, including more junior or intermediate-level employees within the department.
Basic Qualifications NOTE: The candidate's grade level (entry, intermediate, and senior) is predicated on their individual qualifications, as described below: ENTRY LEVEL:
  • Bachelor's degree in environmental science, environmental engineering, physical science or similar technical discipline and 0-3 years of experience - OR - an equivalent combination of education and experience.
  • Must be able to complete employer's Environmental Compliance Officer qualification card within six months after hire.
  • Must have excellent interpersonal skills and be able to make timely decisions within established guidelines.
  • Must be able to work collaboratively within the organization and with customers.
INTERMEDIATE LEVEL:
  • Bachelor's degree in environmental science, environmental engineering, physical science or similar technical discipline and 5-6 years of experience - OR - an equivalent combination of education and experience.
  • Must be able to complete employer's Environmental Compliance Officer qualification card within six months after hire.
  • Must have excellent interpersonal skills and be able to make timely decisions within established guidelines.
  • Ability and desire to take initiative to complete routine tasks independently and be proactive in promoting teamwork within the organization and with customers.
SENIOR LEVEL:
  • Bachelor's degree in environmental science, environmental engineering, physical science or similar technical discipline and 8 years of experience or more - OR - an equivalent combination of education and experience.
  • Must be able to complete employer's Environmental Compliance Officer qualification card within six months after hire.
  • Must have excellent interpersonal skills and be able to make timely decisions within established guidelines.
  • Ability and desire to take initiative to complete routine tasks independently and be proactive in promoting teamwork within the organization and with customers.
Desired Qualifications * Prior experience interacting with environmental regulators on environmental issues.
  • Knowledge and experience across the breadth of environmental compliance and cleanup requirements with expertise in at least one topical area (such as waste management, air emissions, liquid effluents, NEPA, pollution prevention, chemical management, underground storage tanks, sampling and analysis, remediation, transportation, Waste Information Data System (WIDS), etc.).
