The Department of Innovation & Technology (DoIT) is seeking to hire a Director of Performance & Organizational Development to serve as a strategic partner and “second seat” to the Chief Operating Officer (COO). This position focuses on monitoring organizational performance, analyzing operational health, and supporting organizational design and workforce development initiatives. The successful candidate will bring strong analytical skills, organizational development expertise, and the ability to support leadership in a flat, agile structure. This role provides a unique opportunity to influence organizational effectiveness, drive performance improvements, and strengthen accountability across DoIT operations.

Essential Functions

  • Subject to administrative direction, serves as the Director of Performance & Organizational Development for the Department of Innovation & Technology (DoIT), organizing, planning executing, monitoring, controlling, and evaluating the DoIT Performance and Organizational Development Program.
  • Implements policy for organizational design, development and readiness, and procedures for deployment strategies of agency programs.
  • Administers and oversees agencywide comprehensive process improvement (CPI) review and analysis of agency organizational functions.
  • Serves as a trusted advisor to the COO, providing executive-level strategic support for operational leadership initiatives.
  • Serves as full-line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in general administration, business, marketing, labor, personnel/human resources or directly related fields.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience general administration, business, marketing, labor, personnel or directly related fields in a public or business organization.
  • Requires three (3) years of experience supervising a team of management professionals.

Preferred Qualifications (In Order of Significance)

  • Four (4) years of professional experience designing, implementing, and maintaining dashboards, scorecards, or other performance analytics tools to evaluate operational performance, service delivery outcomes, workforce capacity, and organizational effectiveness.
  • Four (4) years of professional experience leading organizational analysis and workforce planning initiatives, including conducting skills-gap assessments, developing role frameworks or competency models, and recommending organizational design strategies to strengthen efficiency, agility, and long-term sustainability.
  • Four (4) years of professional experience supporting executive leadership by preparing performance reports, translating complex data into actionable organizational insights, and providing strategic recommendations that inform decision-making and resource allocation.
  • Four (4) years of professional experience leading enterprise-wide change management and process improvement initiatives, including mapping workflows, identifying inefficiencies, implementing scalable solutions, and driving adoption through structured change management frameworks (e.g., Lean, Six Sigma, Prosci).
  • Four (4) years of professional experience using performance management, data visualization, or business intelligence tools (e.g., Tableau, Power BI, or similar) to monitor and communicate organizational performance.
  • Four (4) years of professional experience preparing executive-level briefing materials, decision support documents, and performance updates for senior leadership to guide strategic planning and external stakeholder engagement.
  • Ability to apply evaluation theory, performance measurement methodologies, or advanced analytics to assess organizational effectiveness and identify opportunities for improvement.
  • Extensive knowledge of developing and facilitating leadership workshops, team development initiatives, or organizational readiness programs to strengthen collaboration, leadership capacity, and adaptability within a large enterprise.
  • Demonstrated advanced verbal and written communication skills, with the ability to deliver clear, compelling presentations and reports tailored to executive leadership, operational managers, and diverse stakeholder audiences.
  • Ability to foster collaborative working relationships across technical and non-technical teams, building consensus in a flat organizational model and facilitating cross-functional alignment to achieve strategic objectives.

  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
