The State of New Hampshire, Department of Safety, Division of State Police has a part-time vacancy for Program Assistant II, SOC Title 43-4190 MISC RECORDS CLERKS-3. This is a part time position and cannot exceed 29.5 hours per week.

SUMMARY: Performs paraprofessional duties to assist supervisors with the implementation of efficient processing of Criminal Record History Information (CHRI) requests by ensuring accuracy and compliance of criminal justice information when gathering, researching, disseminating, and auditing for the Division of State Police, Criminal Records Unit.

MINIMUM QUALIFICATIONS:

Education: Associate’s degree from a recognized college or technical institute with major study in business administration, public administration, criminal justice, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years of experience in an administrative position including contact with the public, with responsibility for providing program information to others. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Must possess or be able to obtain State Police On-Line Telecommunications System ( SPOTS ) certification within 90 days of hire.

SPECIAL REQUIREMENTS: Selected candidate will undergo a fingerprint-based criminal background check and motor vehicle record check to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Receives and reviews information such as court dockets, indictments, arrest reports, criminal history, driver license records and open dispositions to determine completeness of official records on an individual. Corresponds with state, local, and federal law enforcement agencies and courts to request additional information when needed and follows up to determine the court of jurisdiction findings of a case to ensure accuracy and completeness of information to be disseminated.

Conducts structured on-site audits of external agencies that receive FBI fingerprint-based records to ensure compliance with the FBI Criminal Justice Information System (CJIS) Dissemination policy. Compiles findings into a report and submits to Supervisor for determination of corrective action when necessary.

Conducts advanced research into criminal history record information and applies knowledge and interpretation of federal and state rules, regulations and statutes pertaining to properly identifying potential use of aliases and/or to validate an individual’s identity.

Utilizes and assists with the development and functionality of the state’s online criminal records portal, provides technical guidance and clarification of results to internal and external users on both State and FBI records for the purpose of determining eligibility of employment. Establishes, maintains, and removes user credentials and profiles based on compliance with user requirements.

Compiles accurate and complete Criminal History Record Information (CHRI) received from Superior, District and Municipal Courts and criminal justice agencies to establish identifiable descriptions on individuals in the criminal justice system. Regularly corresponds with District, Municipal, Superior, and Supreme Courts to accurately process annulments.

Receives, reviews and processes authorized requests to release criminal history record information, ensuring compliance with current laws, administrative rules, and state and federal requirements; collects appropriate fee where applicable. Explains state statues, Code of Federal Regulations (CFRs), rules and state and federal policies and procedures to individuals seeking criminal records reports. Manages caseloads in a manner to ensure adherence to required timeframes, including cooperating with coworkers to exchange information allowing for continuity of processing functions.

Captures and scans tenprint cards into AFIS and performs quality control on the minutia of electronically received tenprints from livescan stations. Reviews tenprint demographic data for completeness and entry into the NH Central Repository database. Conducts searches of tenprint data for purposes of establishing questionable identity of individuals and assists appropriate criminal justice agencies for further research. Attends technical trainings to obtain and maintain specialized skills in classifying fingerprints and with the use of livescan equipment and systems to assist with submission backlogs.

Assists superiors with evaluating and developing training programs and manuals for the processing of tenprint data and conducts informational and operational training for staff members as needed. Assists in the development of operational policies and procedures to establish best practices.

Develops and maintains efficient filing systems and workflow processes to support document control for information generated by program transactions and purges records in accordance with State law.
