POSITION DESCRIPTION

The Chief of Programs is a full-time, remotely-based position that serves on the senior leadership team and reports to the COO. This position is responsible for oversight of all of the organization's programs including the MANO Project (youth development workforce), Conservation (environmental stewardship and advocacy), Hispanic Leadership Network (leadership development for faith-based leaders), Community Navigator, Forestry and STEM programs. The Chief of Programs primary responsibility is ensuring high quality programs, strategy alignment to HAF mission and services implementation. The successful candidate will be a visionary leader and strong communicator – ready to roll up their sleeves and dig into the work at hand – with proven success leading multiple teams and programs. An entrepreneurial spirit, sharp business acumen, and exceptional relationship-building skills will be critical. This individual must bring a passion and appreciation for diverse perspectives, talents, and identities and the ability to work collaboratively and respectfully at all levels, serving as a role model of HAF's core values.

Additionally, the organization uses the Entrepreneurial Operating System (EOS) as the major component to its structure and operations. The Chief is responsible for ensuring that all program teams are implementing EOS properly and follow the expectations of leadership. This includes LVL 10s, Quarterly and Annual planning, Quarterly Conversations, Annual Reviews and various other EOS tools integral to management. 

ROLE/RESPONSIBILITIES 

Lead, Manage and Accountability

  • Lead weekly Level 10 meetings with program leadership.
  • Oversee program directors and ensure team performance.
  • Provide program teams with resources, thought leadership, administrative tools, motivation, and development.
  • Establish consistent communication with teams to ensure cross-collaboration, leverage thought leadership, solve problems, and support program success.

Strategy / Alignment

  • Execute the Vision/Traction Organizer (V/TO) and integrate it into programs.
  • Ensure the Entrepreneurial Operating System (EOS) is consistently followed across programs.
  • Align programs to contribute to the 10-year target.
  • Establish and monitor scorecards.
  • Ensure teams consistently communicate Hispanic Access' mission.
  • Identify barriers to operational and programmatic excellence.

Consistent and Accountable Execution

  • Ensure consistent execution of program activities.
  • Meet grant/contract expectations.
  • Monitor and evaluate customer feedback
  • Own the program delivery process.
  • Manage budget creation and adherence to organizational and project budgets.

Evaluate and Measure Success and Impact 

  • Identify key learnings and areas for improvement.
  • Identify new programmatic opportunities.
  • Ensure exceptional impact and financial sustainability.
  • Oversee program evaluation, quality control data tracking and reporting, and data-driven programs.
  • Ensure all programs meet grant and contract deliverables and deadlines.

Program Development

  • Identify new opportunities and build program strategies.
  • Design programmatic structures and success measures.
  • Oversee the development of specific program strategies, plans, and budgets.

Lead Funder Sustainability and Alignment

  • Create strategic programs that align with funders.
  • Cultivate funder relationships and belief in our work.
  • Report and promote impact and successes.
  • Utilize the Mission/Money Matrix.


Desired Experiences & Qualifications

  • At least 10 years of significant leadership experience with demonstrated success in a senior management role, creating new programs based on philanthropic partnerships, budgeting, program planning and implementation, grant compliance, and contract management.
  • Excellent interpersonal and communication skills with the ability to translate vision, strategy, and outcomes into external messaging and branding.
  • Experience building and stewarding relationships with stakeholders including program participants, peer organizations, policymakers, philanthropic partners, and other stakeholders.
  • Experience partnering with or working in government (contracts and budgets a plus). 
  • Proven track record in the ability to develop understanding and expertise in a variety of different programmatic areas, as this role will be overseeing multiple program directors.
  • Proven track record in making difficult, sound and/or timely decisions choices and experience establishing clear decision-making processes and channels.
  • Proven management abilities with a record of operational oversight, including overseeing complex budgets and large teams.
  • Innovative and forward-thinking; listens for emerging trends from staff and community; able to translate new ideas into action.
  • Strengths in team-building and effective delegation; exceptional collaboration and teamwork; ability to motivate others to perform well and accept feedback from others.
  • Demonstrated excellence working with and communicating with a wide range of people.
  • Experience fundraising and/or writing grants and research proposals.
  • Bachelor's degree in a related field or equivalent work-related experience.
  • Bilingual (English and Spanish)
  • The ability and willingness to work in a virtual/remote environment and travel nationally.
  • Experience with the Entrepreneurial Operating System is a plus.

LOCATION

The location of this position is flexible, however, the Washington, DC metro area is preferred.

COMPENSATION AND BENEFITS

The targeted salary range for this position is $120,000-$140,000 annually depending on qualifications and experience. In addition to working remotely, Hispanic Access offers full-time employees a generous benefits package that includes a 100% paid health, dental, and vision for the individual, an unlimited vacation policy, 10 sick days per year, 13 paid holidays, a monthly phone/internet stipend and a 401(k) plan with employer match.
